The role of the Group
LFIG Regeneration Group is a Study Group within the Labour Finance &
Industry Group. Set up at end 2003, LFIG Regeneration Group’s members
include
leading academics, property sector professionals and funding
advisors, national and local politicians, and regeneration agency senior
managers.
The Regeneration Group’s aim is to assist the Labour
Government in developing and implementing regeneration policies that
increase the wealth of the nation and its citizens. Within this aim, its
objectives are to:

promote a
step change in regeneration policies |

encourage a
debate as to how economic imbalances can be addressed through
restructuring |
The Regeneration Group welcomes new members.
Current focus
May 2006 saw the Group release the report, "Effective Regeneration Action:
Finance and Regeneration", at a House of Commons launch attended by three
Ministers and leading figures in the UK property and regeneration sectors.
2005-06
programme agenda
2005-06 saw the Group
holding extensive monthly evidence-based hearings on the UK
regeneration sector and its future. Topics included the role of developers,
risk understanding by local authorities, new localism, Market Renewal
Pathfinder lessons, institutional investment, and master planning. Prominent
speakers included Sylvie Pierce (CEO Capital & Provident Regeneration),
Ralph Luck and John Ladd (BURA), Roy Irwin (Audit Commission), Phil Clark
(Investment Property Forum and Morley FM), and Ian Charie (WS Atkins)

The Group Executive
Edward McCauley BA(Hons)
(Chair)
Edward (Ed) is the
original founder of the LFIG Regeneration Group and brings a wealth of PFI/PPP
experience gained from a background in management consultancy advising
public and private sector organisations.
Edward is the Managing
Director of Diligentia Ltd, which provides independent audits of building
projects to determine whether or not value for money is being achieved.
Prior to joining
Diligentia he worked for the Structured Finance division of Quintain Estates
& Development plc developing strategic property partnerships for public
sector initiatives such as the NHS Local Improvement Finance Trust, DFES
Building Schools for the Future, and English Partnerships London Wide
Initiative.
Edward is an economics graduate of the
University of Stirling, and has a particular interest in strategic property
partnerships between public and private sector organisations.
Nicholas Waloff MA BPhil AIFA FRSA
(Vice Chair)
Nicholas Waloff (Nick) is
a regeneration funding consultant. He set up his own company, Waloff
Associates Ltd, in 1997 after working in The Housing Corporation’s Private
Finance Department between 1989-97, latterly as its Head.
Nicholas specialises in
business planning, public affairs and financial communications for public
and ex-public sector organisations. He is frequently involved in liaison
between different sectors and numerous entities to encourage sustainable
partnerships and relationships. He is keen to see institutional funding play
a more prominent role in the UK’s growing regeneration sector
Nicholas graduated
from Cambridge University with a BA Hons in Geography and later studied at
the University of Newcastle Upon Tyne, where he gained a BPhil Town &
Country Planning. He also spent a number of years in North America, both as
a public affairs consultant and working for the Canadian equivalent of ODPM,
Canada Mortgage & Housing Corporation, on issues relating to housing
renovation and energy saving.
